Donor/Partner

Asian Disaster Preparedness Center (ADPC) / DCA Nepal, NFL, NNSWA and Field Ready Bangladesh

Implementation Country

Nepal and Bangladesh

Implementation Location

Dodhara Chandani Municipality and Parshuram Municipality in Nepal / Dakshin Sreepur and Tahirpur Sadar, Tahirpur Upazila in Bangladesh

Duration

December 2023-January 2025

Thematic Area

Household

Categories

Flood

Rationale

Nepal and Bangladesh are highly vulnerable to climate-induced disasters due to their unique geography and socio-economic conditions. Moreover, the limited availability of data, particularly at the household level in Nepal and Bangladesh, has resulted in less accurate disaster risk assessment, consequently leading to poor disaster management plans, early warning systems, awareness, and preparedness measures. To effectively address and anticipate climate-induced disasters, it is crucial to assess the risk among vulnerable populations in Nepal and Bangladesh at the household level. Unlike traditional approaches such as community-based assessments, which often overlook individual household risks, household-level assessment improves the effectiveness and accuracy of risk assessment.

Objectives

To enhance disaster resilience and preparedness in flood-prone regions of Nepal and Bangladesh.

Sub Objectives

1

Improve household-level preparedness for approximately 9,000 households to anticipate and withstand disasters more effectively.

2

Localize digital and spatial technologies to support local government efforts in identifying vulnerable communities and disseminating early warnings.

3

Strengthen local capacity for disaster response through training in technology use and improved data management.

Major Activities & Deliverables/Outputs

Activities

Deliverables/Outputs

Hazard, exposure, vulnerability and risk assessment to generate household level risk profiles.

Generating Household Level Disaster Risk Management Plans (HDRMPs) for approx. 9000 households by assessing flood hazard, vulnerability, and exposure of each household in the region.

Real-time access to current weather conditions and forecasts.

Profile vulnerable and marginalized populations ahead of disasters to develop inclusive disaster management strategies.

Map visualization for hazard mapping and situational awareness.

Integrate risk and weather information to provide customized early warnings and early action information.

Continuous reporting of multi-hazard incidents for easier response.

Provide easy and timely access to forecasts and near real time observations to households.

Preparation of Integrated Geodatabase (Spatial as well as datasets)

Support relevant stakeholders in designing targeted Disaster Risk Reduction/Management Programs.

Tailored risk communication, with visualizations of risk scores and categories customized to individual users via SMS.

Build the capacity of relevant stakeholders for proactive disaster management.

Generation and distribution of Household-Level Disaster Risk Management Plans (HDRMP) based on surveyed data.

Capacity-building training sessions for stakeholders, users, and administrators at each local level

Outcomes

1

Enhanced Disaster Preparedness

Households in flood-prone regions of Nepal and Bangladesh are equipped with improved preparedness measures, enabling them to anticipate and withstand disasters more effectively.

2

Data-driven decision-making

Local governments, humanitarian agencies, and relevant stakeholders leverage DASTAA in designing better-targeted and inclusive Disaster Risk Reduction/Management Programs.
